Just wanted to know if this wire is active while remote start?

No. This wire is typically used to power a starter kill switch or other relay only to be powered while armed. During remote start this wire should have no current at all..

Yes. This wire is typically used to prevent grinding the starter when the vehicle is remote started. During remote start this wire should have a (-) output on it.

i was going to use this wire to kill the fuel pump....   is there anyway to add another kill point?

You can turn the anti grind feature off.

I would recommend just doing the starter kill.
