I have searched everywhere and have found several posts, but none of them answer my question. Where are the notes for SEE NOTES? I have found several notes, just not the one I need. I am at the Tan/White wire for the Neutral Safety wire at the PCM, SEE NOTES.

Nothing on DEI but A/vox lists this as a blue white at the fuse box.
With the ignition on but engine NOT running, take a DMM, 20vDC setting red probe to 12v+ and black probe to assumed wires, wire should read 12.something when gear shift is in neutral and go to 0v when you move the ear shift out of neutral.
Those "notes" usually give you position and polarity, usually -.
