Sometimes it's easier to un-plug the control unit, wait a few minutes , plug it back in and start fresh.

It is only allowing you to have one remote on the system?

Have you tried the second remote first after a reset?  ( Just to make sure it works OK. )

Well, if either remote will work by itself and you can't add a second...

It's either a procedural problem or a bad brain.  The programming is pretty basic.  Just press and hold the LOCK button on the working remote for 10 seconds, then
press and hold the LOCK button on the second remote for 5 seconds.  Not sure if there is a time restriction / limit.

Bulldog Security has a good Tech Support group.  Might try them on Monday.  1-800-878-8007

Don't think so, but I'm not positive.  Haven't installed a Bulldog unit in many years.  I remember doing a few RS1100's and as soon as they had power applied ( or a memory clear ) you just pressed the LOCK button on each of the remotes and that was it.  Have you tried it without going into Program Mode first?
