XK09 will not bypass the transponder system on this car and is only a door lock, trunk, etc module.
If that is what you're using it for, let us know which wire of the XK09 you have connected where, and what is the exact problem you are having at which step?

Install guide can be downloded from the install guide link beside the XK09 listing on the website https://xpresskit.com/VehicleCompatibility.aspx?p=null&year=2004&make=Dodge&model=Neon&ps=1&s=0&c=0

You just said "I can't seem to get it to work". What exactly isn't working?

Well the place i bought it from told me it would work and is programmed to this car to bypass the key
As in i cannot get it to work means that it will not program for this feature but if it only works for locks and not as a bypass that would make sense???

When you search the Xpresskit site, you will see 4 sets of results -

Combo Modules
Door lock Modules
Transponder Override Modules
Xpresskit Accessories

The XK09 is listed under the "door lock modules" section which does NOT control the immobilizer. We can sing about this all day long but it doesn't do immobilizer bypass. You will either need a DBALL or a DLPKGM. The DBALL will control the door locks as well as immobilizer bypass and the DLPKGM will only do Immobilizer bypass.

This is the list of functions the XK09 performs for your car -

DL-Arm Factory Security
DL-Disarm Factory Security
DL-Door Lock Control
DL-Door Unlock
DL-Trunk / Hatch Release
SS-Entry Monitoring ALL Door Pins
SS-Entry Monitoring Driver Door Pin
SS-Entry Monitoring Trunk/Hatch Pin

I don't like DEI modules, but in either case you need something other than the XK09 to do immobilizer bypass for remote start.

XK09 can do immobilizer on some cars, not this one.
Look at that link I posted earlier. Under the "Data Override (No key required)" column, the DBALL is checked and the XK09 is not.
The fact that you can't get it to bypass only confirms it.
