I just installed an actuator on my truck to open my tailgate, but for some reason it's not pulling enough to relaese the latch. Anyone have any ideas? i.e. not enough power.

Do you have photos of your setup? Curious to see how its hooked up. Remember that when you pull the exterior handle you are using pivot points inside the gate for leverage as well as pushing in on the entire gate itself to make unlatching easier. An actuator of any type is going to be hard pressed to accomplish the forces needed from inside the gate. I imagine the force at the latch itself is upwards of 80lbs of pressure on top of the rubber stoppers pushing out on the gate making it worse.
