alarm will not unlock car?

I have a avital 5303L i have everything hooked up but the unlock will not work, its a 2006 Camry, i used the blue wire of the BCM 22 pin plug, i tried double pulse but still does nothing. i tried reversing the wires and the lock signal will unlock the doors if its connected to the blue wire. Its like the signal coming out of the unit is different? I did a resistance check of the lock and unlock wires while i press the button only the lock will go to ground?

could it be a bad unit?

OK i determined its a issue with the main unit, i tried a transistor but still didn't help, i used the second unlock output to unlock the doors.. posted_image
