Can the passkey three be bypassed permanately like the two and one systems...Thanks

No.  Passkey 3 is transponder based while Passlock 1, Passlock 2 and VATS is all resistor based.  It can be bypass permanently with a programmed chip from a working key and some hot-glue.  posted_image

Replacement PK3 keys are cheap and programming a new one to the vehicle is an easy DIY.

I have a programmed key....it is the typical no start on occasion. Customer cannot afford to replace parts and the car has 200 thousand on it...

Perhaps an ADS TBSL PL programmed & installed and with the GWR input triggered by the vehicles (-) keysense wire.  Only have to use
plain metal hardware store keys from then on...   A $50 "fix".
