On my 70's Chevrolet's I have solenoids that were used for emissions and how these worked was when the ignition was on, this solenoid got powered up and the plunger popped out holding the cars throttle open some to maintain an idle. When the ignition was turned off, the solenoid was no longer powered and the plunger then went back into the solenoid's body or in other words retracted and then this allowed the throttle to close more to keep the motor from running on or dieseling. One could wire something like that and instead of powering it with an ignition circuit to where it's pushing out all of the time, have the solenoid get power when needed out of a toggle switch.

On the above type of solenoids, the plunger is threaded to allow for some adjustment.
