Subject: How To Connect A Radar Detector?

I had a local "expert" install a radar detector in my 2019 Lincoln Navigator. He did, but not correctly --it doesn't shut off when the ignition is shut off, so it drains my battery. Can anyone tell me where the power wire for the radar detector should be correctly connected so that it turns on and off with the ignition?

Your Navigator is similar to the Ford Expedition and probably the F150.
There are a couple of ways to do it but all involve the use of a Digital Multi Meter to locate a switched +12V power source. A switched +12V power source will be on only when the vehicles ignition is on.
Probably the easiest way is to get a "MirrorTap" kit and grab the power at the rearview mirror. Here is a link to a video of that type install : https://www.youtube.com/watch?v=DfW1M6rIhxY
Your vehicle rearview mirror might be different but should include a +12V switched power source and a Chassis Ground wire.
The other way is to use an "Add-a-Fuse" device. These plug into the vehicles fuse box, replacing an existing fuse and allow you to add another circuit for the radar detector. With your vehicle you can use Fuse 23 in the passenger footwell fuse box and run the wires up the door pillar and along the headliner.
