I haven't worked as an installer for a few years... but if memory servers me correctly your problem has to do with the tach.  The alarm is set to tach sensing and is not correctly programmed to the tach.

Either change it to voltage sensing or re-program the tach wire.

It is also possible that you have the wrong wire connected to the starter... you may want to double check that too.

On the 1995 Mercury Cougar the tach wire is the ORANGE / WHITE wire located at the Ignition Control Module On Passenger Wheel well. ORANGE / WHITE wire is  Located At Pin #2.

sgf323 is right about the tach programming not being correct. Re-program the tach learning function and it should remedy the problem. Make sure that you have the 2 nd ignition wire ( GRAY / YELLOW ) installed as well.

Ford vehicles are equipped with Heater/AC blower motors which draw large amounts of current. These vehicles are equipped with three Ignition 2 wires. Two of these are very thick (12 gauge). The other wire is a smaller 14 - 16 gauge. All of these wires are ‘hot’ (+12 volts) in the run position only.

Note: Thin wire will be either Pink/Black or Gray / YELLOW .Thick wires will be either Gray / YELLOW or BLACK/ Lt. Green.

I had this problem with a Dodge Dakota PU. What I though was chassis ground was not. Make sure you have a good ground. Check for resistance to the negitive terminal of the battery to  be sure.
