Check how you hooked up the VATS wires. I've never done a 791, but I assume in this hookup you had to cut one of the two VATS wires, and hook the wires from the bypass module up as such - one wire gets spliced into the uncut VATS wire, one goes to the key side of the cut wire, and one goes to the PCM side. If the key side has the incorrect or no wire hooked up to it, it would cause the problem that you're having.

The problem you describe is likely caused by the way the bypass is hooked up. For a better and easier method, measure the resistance of the resistor in the body of your key with a meter. Measure from one side of the key to the other. Get a resistor of this value and a relay. Wire the relay as follows:
Pin # 85 to the ground out when running of the remote starter.
Pin # 86 to ignition (pink in the car's ignition harness)
Pin # 87a to the cut side of the VATS wire (key side) - This is one of the two small white wires sheathed in the orange or black wrap.
Pin # 30 to the other side of the cut VATS wire
Pin # 87 to the resistor and then to the uncut VATS wire.

With this set up you don't need your bypass and the integrity of the VATS system stays intact. The relay and resistor should be available at most electrical supply stores or stereo shops.

You can use a value that is close as long as it is within the percentage of difference that is allowed. I am not sure what that difference is, but I will try to look it up for you. What is the value that you have that is close?
