The DEI website instalation manual says that if the learn routines have been programmed with the hand held programmer, they may have been locked. Is there any way to unlock them without the bitwriter?

No. In order to unlock transmitter programming a bitwriter is neccessary. Most installers probably don't lock transmitter programming so you should be safe. If it is locked take it back to the place that did the install and tell them to unlock it.
