Sometimes I cannot start my car because of the Security System. When this happens I have to lock the car. Then wait for about 10 minutes, then unlock the car and then try a restart. Sometimes this works and other times I have to try again doing the same routine several times.

What is wrong.

Also, can I dismantle the security system. If so -How?

go see your local dodge dealer...if its a factory issue.
you might need a new lock cylinder at the drivers side

if the alarm is going off ,the security system will not let the vec to start. also is the horn going off and headlights

flashing at the same time . you can disarm the alarm by using your key fob. tuning the key in the driver or passenger door cylinder or the tail gate lock cylinder. no you can't disable the factory alarm.
