When the installation diagram says a wire is connected to "ON", what does it mean? Should I connect it to "+12V", or leave it open circuit?

My guess is that it means ignition, but I wouldn't be able to say for sure without more details. What model starter is it?

I am not sure about the starter model. My car is a 1994 Camry (2.2L). The security system I am installing includes the keyless entry and the alarm system, but not with the remote start. It also has the function of locking door automatically 15 seconds after starting, just like that in some Dodge cars. To achieve this function, I connected a wire to the ground end of starter relay, according to the installation diagram. Now I think the "ON" may mean ignition, since the wire connected with starter relay can't detect if the engine is ignited or not, right? So maybe the "ON" wire is used to detect the engine ignition, so that the control unit can lock the doors automatically?
