I need a 10-20 min. timer to activate the defroster system, is there such a thing..?

You can get a 12 volt timer from an industrial supply house such as Grainger, MSC, Newark Electronics, Allied Electronics, etc.  These are mostly used in machinery controls, but should work just fine.  Plus, you'll be able to set your timer delays as you see fit.
