Does anybody make a rear window defogger that you can put on your glass? When I had mine retinted the shop that took off the old tint must have scraped the old tint off and damaged the factory one. I don't want to have to replace the whole glass.

I have seen rear window defroster repair kits in the auto parts store, but if your window is tinted,  you might not be able to do much about the defroster anymore.  If the defroster was working before you had the window re-tinted, maybe you should bring the problem to the attention of the shop that did the re-tinting.
