im planing on putting an AUDIOVOX APS-996a in my 97 Cheve cavalier. im kinda new to this stuff. and i hear yall installation gurus talking about Pass Key and Vats. Will i run into a problem with these with my car?

no, you will need to bypass it.

one more question, if i decide to just to bypass it with the resistors and relays. what would be ez'er/ better to do. to do a temporary bipass or a permantant bypass.

I reccomend using the DEI 555L to bypass it. It is rather easy to do.
