I'm installing an alarm/starter combo on my car...and was wondering if its necessary to use the neutral safety feature... If its mandatory to tap into the wire for my starter's setup. Thanks for any help

It is mandatory to tap it if it is a standard/manual transmission car. An absolute must for safety sake.

if it is an automatic transmission you can just ground it in order for it to remote start. Only do this if you car will not crank while in gear. (most automatics dont, but just in case)
