Mounting it to the wiring harness will be the best as the vibrations will transfer easier through wire loom than it does through the metal because of density of materials. The frame is solid metal and vibrations through it are not very easily registered with the shock sensors. If you take the shock sensor and attach it to a less dense object ( wire harness ) the vibrations of the vehicle will be easier registered by the shock sensor.

Do you put the tie rap through the loops/holes on the sensor first than wrap it around the wire harness?  Or just use the tie rap to wrap around the sensor to the wire harness?

I have mine tie wrapped onto a wire harness and the sensor picks up shocks just fine.
