my techsoft program says it has an immobilizer system that needs to be bypassed, says to refer to document #1061...whatever that is.  sorry i couldnt give you all the info

I bet you thought I was just going to leave you hanging.

You have a Transponder based anti-theft system.  You can get a No Key Required bypass module from https://www.bypasskit.com/pkm1.asp?cid=17 , or even one that requires an additional key, or there are many other places to get the modules that require keys.

this has a single wire lock/unlock with 2.2k resistance.  Do I need a relay?

If I do, need help  with wiring.  Thanks

Yes use a relay with the resistor
