On the parking light output on this module it is a 400mA ground output, does this have to power a relay for the parking lights or hook this wire directly to the vehichles parking light wire? Thanks!

It'd have to be a relay, one way or the other-

As long as the vehicle has a neg parking light you wont need a relay if its a pos then you will need to build a relay.

If the cars parking lights can be turned on with a (-) signal you can most likely hook it up directly.  Most cars require a (+) signal though, which would require a relay.

Even on cars that have a (-) parking light wire I always verified the current required to turn the parking lights on using a current meter (one probe to ground, the other to the (-) parking light wire, after I verifed it is the correct wire).
