I just installed a remote starter in  a 2002 impalla and I am having problems with it starting.  It will start when it is  warm but not cold.  I am using relays and took resistance readings both ways  and installed the average of the two relays.  Is my resistance off a little bit.  I cant figure it out.  When it is cold it takes about 10 cranks to start.

You're saying it takes 10 attempts to successfully remote start the car in the cold, right?  That sounds like it might not be a Passlock issue.  I forget all the details, but I'm pretty sure that if the system sees the wrong resistance three times in a row, it'll lock the entire system up for ten minutes, or something like that------therefore, even if you got everything perfect on the 10th attempt, the car wouldn't start anyway.

Get the car cold again, go sit in it, and try remote starting.  Watch the Security light on the dash while doing this.  If it starts flashing, there's Passlock trouble.  If It comes on for a couple of seconds and goes out, like normal, then Passlock is working okay, and your problem lies elsewhere.

Passlock resistance changes with tempautre. Get a bypass and solve your problems!
