check the door lock fuse which is on the drivers left side of dash, also check the fuses beside battery.I had the same problem once and had to replace door lock fuse and after disconnecting the battery negative terminal for a few seconds everything was okay.

The Plymouth uses a Type F system. Did you get the resistance of the LOCK & UNLOCK wires within 2 % of the appropriate resistance ?

Use positive (+) trigger thru a 620 ohm resistor to lock, and a positive (+) trigger thru a 2.7K ohm resistor to unlock.

As desh 187 posted: Check Fuses first.  Get the Door Locks working with the Switch, even if you have to disconnect 461L.  Then go back & RELEARN 461L.
Follow instruction EXACTLY.
I have had issues with the 461L & don't use it.
