Probably a dumb question, but If I can make a .99 key copy that starts the motor (06 GMC) would I have passlock?

Yes. Passlock is a resistance system built into the key switch. It uses an ordinary key.

Actually stipped company truck that they were too cheap to buy the upgrades.  Now I have to do it myself.

Well that's actually a good move. They usually charge 3 times the value for the remote starters put in from the dealer. They have a local shop do it for them and then double the price.

GM's Passlock system uses a stationary hall effect sensor and a rotating magnet that is built into the ignition lock itself. So when you stick the key in and turn it, the magnet passes over the hall sensor and creates a resistance value that is sent to the computer. If the computer determines the value OK, the car will start. GM uses 10 different resistance values in their ignition locks.
