A starter disable relay when no power is going through the relay separates your starter wire. When the IGN is on and the system outputs a (-) signal to pin 86 then the starter wire is reconnected allowing the vehicle to start with the key.

Actually Jeff you're a little backwards there. The starter wire is connected until the relay gets power from igniton and ground from alarm. This then connects 30 to 87 and no start, because starter wire is on 87a. So to answer the question, the ground is present anytime the alarm is armed. If you turn the ignition on, it separates the starter wire and the car won't start. Unarm the alarm, no ground, no closed coil on relay, car starts. They are probably tied to ignition instead of constant +12V to save power and only be active if the igniton is turned on. Hope this helps.

It could be set up either way; depends on whether you want it more failsafe as far as starting if the alarm malfunctions or preventing a start if it gets ripped out.
With the usual starter kill setup, if the alarm power is disabled, will the starter kill relay output still be able to provide a ground signal to switch the relay? If not, then the car will start normally.
Doing it backwards from the usual way, using the 87-30 contact pair will require the relay to be energized to start, which may be more secure, but runs the risk of disabling the car if you lose alarm power.
