The H1/3 WHITE/ BLUE remote start (-) activation input is a wire that the Viper monitors for a ground pulse. If that wire recieves a ground the Viper will start your car, the same as if you had activated it via the remote control, it can be programmed to turn on with either one or two pulses. This is not a mandatory connection.

In other words, you can connect this through a switch to ground if you want to hide a button somewhere that will "remote start" the car.  It works just like the remote, as Twelvotz said.  This can be handy if a friend has to wait in the car and wants to warm it up.  Otherwise, tape it back and forget about it.
