I'm doing a RS on my gf's car, it's a 2003 hyundai elantra. Is there a simple way to check if the key has a transponder?

Unless your car was bought in Canada, it won't have a transponder.

$2 at most to find out. Get the key cut at homedepot or somewhere. Start the car with the cut key. If it start, then there is no transponder. If it doesn't, then you know something is inside the key.

if your car dont have a keyless entry system you goign to have to add a actuator ONLY in the drivers door.
