does anyone know were in my 99 windstar is a 3 volt wire i can tap into. or even how to make something that will switch 12 volts to 3 volts?

There won't be a 3 volt wire in your van that you can tie into.  Your best bet would be to either make or buy a voltage regulator.  What do you need it for anyway?

i need it for this battery (AA) neon light i have. do you have diagram on how to make a regulator?

Go buy some cheapie 12v neon lights on fleabay. :)
