I have a 550hf in my volvo 740 and a 600 esp in my 86 IROC-Z.  I have button one on my 476T remote for arm and button 3 for start.  Can I program button for to lock and unlock my 600esp or am I stuck using 2 remotes?

i dont got the diagram for both manual, but im pretty sure both remote has a green LED. So the green led remote are capable of memorizing up to 2 different vehichle.
If you have the manual, go ahead and program the remote to the alarm.

im not sure if you are trying to program each button individually, or you are doing the auto-learn (default).
But if you are doing it individually and it doesnt accept, try deleting all transmitter to the alarm and try again.
usually, the alarm can handle up to 4 different remote (im not sure if the brain thinks that an individual command is an individual remote or not)

ok My routine is as in the manual.  with the door open and the key on, I hit the valet button 8 times then I stop a second then one time and hold it.  I do not hear the long chirp though.  I don't get to the point when I hold the button then press the transmitter button.

I programmed a different remote using button 1 but want this one for both cars so trying button 4 for arm/disarm/panic.

the system may be lock buy the bitwriter so yuo cant program new remotes. usally if try to enter program mode and here the long chirp then it is block by the bitwritter.
aslo i dont belive you can do auto learn.
have to do chanel by chanel, if nto you be diaarmign etc both cars at once.
