Something is causing my fuel pump to lose power, it will start an run at times but then it will cut off an it wont start. When this happens the door locks, power windows and seats all are without power. When I hit the windows the lights go out. I have a 94 Olds Royale 88

The ecm wouldn't have anything to do with the windows, seats, etc...
It sounds like the pump itself could be going out. It happens alot on the my company's work vehicles, chevy as well. I would check the status of the battery and the power/grounds as well, you might have a bad/loose connection.
