The car cant start unless you keep turning the key. im just getting a click from the starter. on the MM im getting 0.52 volts when im cranking while probing the starter wire from the ignition harness. shouldnt it be at 12volt?
this is a 97 camry

did you put an alarm in this car or are you looking for auto elec help.

could it be the alarm that is causing the starter to click since it does have a starter cut relay.

As powermyster has already touched on, this sounds more like you need a new battery or starter in the car than an alarm problem. If you are getting a click when turning the key, more than likely your problem is not with the starter kill. A properly installed starter kill will not engage the starter at all, eliminating the possibility of it "clicking".

I had the battery and starter replaced but same thing. so I thought it was the starter cut.

Sounds like a battery and bad starter issue.

Let's go BACK TO BASIC! remove the what ever thing you got on the starter wire.

NOW just connect the starter wire back like it would before it was cut. Find your problem from this point.
