The manual says on pin 7 of harness CN1 there is a green wire that hooks up to the ignition wire on the ignition harness of the vehicle. My vehicle is an 06 Ford Ranger, is this green wire to be connected to one of the three yellow +12v wires in the column?

No, You need to hook it to IGNITION - LIGHT GREEN/ PURPLE (+)

Right, the term IGNITION means that when you test the wire, it will have power in the Run AND Start positions. That's where you want to connect it.
