I have a 1999 Ford Explorer, only have 1 chip key, do I have to have 2 programmed keys to program new ones, or will 1 be sufficient?

You need at least 2 to program a 3rd.  You will need to take it to your ford dealer to get a 2nd key cut and programmed.  You will also likely need make an appoinment as their software makes them wait 10 minutes after hooking it up.  You are likely looking at 20mins to 30 mins labour to do this as well.  Not to mention they will soak you about $50 for key and cutting.  You can also get blank keys from companies like Curtis for a better price.

although you will still have to have them code in the transponder . and take the key to get cut for like $5 so you will save at least $20
