I'm installing a Commando KE30 on a 2003 Honda Civic and it doesn't have a built in relay for horn operation. So, is the orange wire in the steering column a relay trigger wire   and if it is I can just tie into it without a relay, right? If it isn't, I'll get a relay from Radioshack this afternoon.

The orange is a low current negative signal which activates an external relay. If you system can handle a 200 mA draw then no relay required.
