Guys, i have connect actulator wires (green, and blue) to my viper brain. I press arm and disarm buttons, the actulator wont' do anything. Is there a wire that i need to connect?

You need to wire up 2 relay, or use doorlock module 451m. do a search about adding actuators, or look at basics>relays
