Im used to having one 12v constant power but this one has two and from the phrasing I think is has 3?this is exactly what it says

BROWN WIRE : second ignition Output (+). the brown wire provides +12v for a second ignition wire. This wire may instead be programed for use as a second accessory or second starter wire

what does this mean because there are other wires one already goes to the ignition on/run position, and one for the accessory position, and one going to the vehicle' starting wire. I have a 1994 chevy caprice.

if your car has a second ignition wire or an accessory wire that is what you can use

Your Chevy Caprice does not have another ignition or accessory wire.
Cut the brown wire and tape it.
