i cant get an output from the horn to work. i test it with my voltometer and set at DC 250mA it reads around 1.2.  Is that enough to activate the horn? maybe is the brain bad?

You need to test for resistance to ground and i've never seen a horn output blown on these systems.

The horn output is a low level to trigger a relay. Use a relay and it will work.

I think by default it only pulses the horn if you "panic" the system. If you want it to honk when you lock and unlock you will need to change one of the programmable settings.
