Depending on alarm type, if it's relay driven, I don't know the answer, if not eg Clifford Concept series, you will need relays both sides before the resistors, OR for some reason unlock side of alarm is not going back to ground when actuated.

Forget the resistors and just go directly to the vehicle lock and unlock relays. They are right at the bottom of the drivers side dash there are 2 for unlock and one for lock you just need to trigger one side of the coil,  I believe it's 85 just test with a meter and you should be good.

 DODGE

 MODEL YEAR(S)
 CARAVAN  1996 -2000
POWER LOCK WHITE/ DARK GREEN or WHITE/ LIGHT GREEN (1-Wire Door Lock System) See NOTE *2  @ LEFT (WHITE) PLUG, at very BOTTOM of FUSEBOX/BCM, See NOTE *3
POWER UNLOCK Same wire, See DIAGRAM
NOTE *2 This vehicle uses a 1-Wire Door Locking System and will require extra parts. To LOCK requires a (-)Negative thru a 1500, ARM requires a (-)Negative thru a 4020 Ohm Resistor and to UNLOCK requires a (-)Negative thru a 250 Ohm Resistor and DISARM requires a (-)Negative thru a 665 Ohm Resistor. Some units will also require 2 extra relays Part #775 to connect, See DIAGRAM

NOTE *3 the PLUG at the FUSEBOX/BCM that contains the POWER DOOR LOCK wire is the (WHITE) LEFT plug, closest to the E-Brake Pedal. To remove this plug, pull the carpeting out from under this plug (this will give you more room to remove this plug) press on the WHITE release tab and wobble the plug from the bottom of the FUSEBOX/BCM. At this time the POWER LOCKS will not function. Remove the Electrical tape from the harness and seperate the WHITE/ LIGHT GREEN and WHITE/ DARK GREEN wires from the rest of the wires in this plug, and plug this harness back into the bottom of the FUSEBOX/BCM. The harness must be plugged back into the BCM to test the LOCK/UNLOCK wire.

Do it the way chadwa suggests, much easier and no relays needed....
