I just looked at my brother's 87 Camry DX, and the speedometer is going crazy. At anything over about 60 mph it fluctuates up and down by about 15 mph. Meanwhile, when it does read properly, it twitches.

Any Ideas?

I would start by replacing the spedo gear. Or have him take it to a transmission shop and see what they have to say.

If the car has a speedometer cable the inner cable may be binding and rubbing on the outer protective sheathing. You can remove the cable and try to lubricate it, but it might be necessary to replace it due to it's age and if it's worn for too long. A tell tale sign if the cable is worn out if the speedometer needle starts to bob up and down quicker as you speed up. The needle may read correctly at higher speeds.

it's a bent or frayed spedometer cable - will do that every time.  it gets bound up, then suddenly releases - then binds, then releases.... put a new cable in, make sure it's nice sweeping bends, and problem will be solved
