I have a 1995 jeep grand Cherokee. I DO NOT have a vacum controller but I have a digital controller only a few came out with this. It is the one where you turn a little knob and the temp in deg is shown above. not your standard climate controll red - hot blue - cold. It also has auto climate control function you can do the blower speed manual by the nob or turn it to auto hi or low where it automatically keeps the car at the temp you set. The problem is that the blower ONLY turns on at HIGH no other setting. I was thinking it might be the blower motor resistor but I am unable to find it no tech manuals show where it is any ideas what it could be. I know it is NOT the Control unit.

i have seen many problems like this check the knob because you will see that it has metal on one side of it make sure the metal is touching recieving side. an also contact your local dealers parts department and ask them what peace may control that., and i say this cause there is one ? for all things except high and one for just high the other one may be burnt out.

Usually this is the resistors like you said. I will take a look at my wiring diagrams tomorrow and see what I can come up with.

the knob is not the problem I tested it and tested my whole ac controll unit in another jeep and it works fine. the problem is between the controll unit and the motor. I beleive it is the blower resistor
