A quick Google search reveals these results. Looks like just what it says it is. Probably originally intended for removing gunpowder residue from a gun, it has apparently migrated to other solvent uses as well. I found the MSDS interesting as well.
Looks pretty nasty to me. The flash point concentration of vapors for this product in air is 1.9%. By comparison, gasoline (or petrol, as you brits refer to it
) is 14%, and we all know how flammable gasoline is!
