The gas gauge reads 1/8 of a tank but the tank is completely empty.  Is this the gauge or the gas tank sending unit that is causing the false reading?

1991 Chevy Lumina APV Van.

most likely the sending unit.

I agree, it is the sending unit.

If it is a 'float' type unit, the float gets stuck trying to go blow 1/8 tank. Common issue.

Pull the unit out of the tank, and try to clean. Or just replace if you are not willing to drop the tank a second time...
