I experienced something similar that I want to share with you so you can save some money and fix it by yourself;)
A week ago my Aircon stop completly to work on my 2001 Skoda Octavia 1.6i. (This car is similar to the VW jetta) BTW Skoda belongs to VW
Well after checking fuses and evething, I take the car to the Skoda dealer. The car spend there 4 days and when they return the car to me, the problem was the Ignition Starter Switch. Its look like one of the pins on the back of the starter switch was geting hot and with the time it melted the black plastic and this cover the contacts and does not allow to pass current.
They put a new starter switch and a new female plug conector thats goes conected to the back of the starter switch. Everything with parts and labor cost me US$150.00
They give me the damages parts and I decide to opened to check it out and I take some pics in order that if you have a similar problem with your ignition starter switch, you can fix it yourself very EASY. In my case I never imagine the damage was in the ignition switch if not I will repar it by myself and save does $150.00
