Havn't been able to find an online supply for double coil latching relays rated to 12v30a, any good sites to check?

You could possibly use a latching relay with a smaller contact rating and drive a 30A automotive relay.

12VDC, 15A, impulse relay. maybe this will help you. i just cant figure out what the pins mean

Above is a dual coil DPDT latching relay rated at 16 amps. You can parallel the 2 sets of contacts to give you 30 amps of current capacity. Below is the same relay with a different type of connection method on the bottom of the relay.
