Ok guys I need help wiring this up as I try and think about it and I get nasty headaches

I have a momentary switch that I want to use so that I push it once everything turns on, push twice everything shuts off. I also want it so that everything stays on until the amp turn on wire loses power.

Heres the hard part, part of it is running a 2 wire linear actuator where if current flows one way, it goes out, current other way, it retracts. I need it so it opens when I turn the circuit on, and closes when the circuit is turned off, or if the amp turn on wire loses power.

I was going to use timer relays to dictate the duration of motion in either direction

I also need a circuit to be turned on and latch when the button is pushed the first time, and unlatch when it is pushed second time.

Any help would be greatly appreciated

Latched On/Off Output Using a Single Momentary Pulse

Similar to the momentary to constant configuration above, we can engage and disengage the latched output with a single pulse from a switch or an output from an alarm or remote keyless entry. The first pulse from the switch will engage the latch. The next pulse from the switch will disengage the latch.

Why not just use a "push-on/push-off switch?

use DEI 528T relays. the time output is adjustable.
