I am building a refrigerator for the boat, using electronic cooling modules(ECM's).
Power to the ECM's is run through a 65A power relay, which is switched by the temperature controller.
The ECM's are water cooled and I want a flow switch on the cooling line to open a control relay on the power relay rung, if no flow for x seconds.
The water pump is also run through the same 65A power relay.
The appropriate flow switches all appear to be N.O.

So... I need a way to let the system run on power up, with no cooling water flow, but also shut the system down, if no flow for x seconds.

You could use a programmable timer-relay such as this one that would stay on for x seconds after the flow switch opens.
