I have a relay that interrupts the starter and it is warm to hot when it is latched. Is this normal?

Relays should normally never be hot because they only function as an electrical switch (note I never said electronic but electrical), and the coil that is used for induction has a very low impedance that drags very little current. If it is getting hot, one of the possibilities could be that the amound of current being switched by its connectors is more than the maximum current rating of the relay. Double check that.
If it is still getting very hot, you better check it before it starts a fire.

ok, i will try changing relays. the relay is warm but the terminals feel hot.

but shouldn't the relay for the starter be OFF and only ON if someone tries to start it

Webxfx is correct. The relay for your starter disable should never get hot because the only time it is activated is when it is protecting the starter circuit. It should be wired to open the circuit when the ignition is turned on but at the same time should not activate when you are driving.
