would this allow me to turn on lights via my alarm.

if i hooked the +output to my lights and gave it a -pulse would the lights stay on for more than the time of the pulse?

   Not sure about witch diagram on the page your asking about. None of them will work for what you are asking for. What lights are you wanting to activate and for how long? Where is the negative pulse coming from? (when you do what you want your lights to come on for a x amount of time). Check this out. This is what you need. You can get it at most car audio shops.
