I've been throwing this idea around in my mind for a few months now and I still can not figure out how to do this with relays, maybe you can help...?
 
I want 4 different 12v outputs controlled by 2 momentary buttons, only 1 output is active at any given time.  The 2 momentaries are essentially up/down buttons changing the output from 1 to 2, 2 to 3, 3 to 4 with the "up" button and 4 to 3, 3 to 2, 2 to 1 with the "down" button.  If it's on 1 and the "down" button is pressed it just stays on 1.  If it's on 4 and the "up" button is pressed it just stays on 4.
 
Any ideas?

Thats a tough one.  I worked on it for a bit and had 12 relays and it wasn't done.  You will either need to simplify the system (only count one way and let it cycle (1 - 2 - 3 - 4 -1 - 2...). 

There are much easier ways then relays to do what you are trying to do!

What exactly would you use this for?

if you can think of another method shy of using a PLC, I would love to hear it.  I want it for a gear shifter.

Well, thats easy then.  Use a microcontroller.  Very similar to a PLC, but small (one IC chip).  Programmable to do whatever you want, and not that hard to program (although they arn't as simple as ladder logic).
