is there a way after activating a relay can it switch to open to close to open and so on in half second intervals? got an idea with some neons that will look sweet if i can get this to work.

What about a flasher module used in turn signals? when your relay is open it would go through the flasher. or you could use a solid state flasher or 555 timer circuit.
